西安市公证处成立于1956年，是全国成立最早的几个公证处之一，1979年市公证处恢复组建后，归西安市司法局领导。西安市公证处现在编41（聘用人员21名）人中具有公证员资格的27名，其中高级公证员6名，中级公证员9名，初级公证员12名。西安市公证处现有业务一、二、三、四、五部、行政部和财务部共7个部。近年来，西安市公证处积极服务于国家经济建设，向社会提供规范、标准和优质的法律服务，多次参与国家重点基础设施建设项目的公证如西安动物园搬迁土地出让拍卖公证、三峡大坝工程、小浪底工程以及陕西省政府采购、“陕西福彩” “陕西体彩”等数千项大型活动，发挥了重要作用。全处人员以高度的责任感和使命感，不断提高公信力，不断增强社会服务意识，服务于西安的经济建设，履行着公证人神圣职责，塑造出一个让人民满意的公证行业新形象。他们的努力和业绩，受到社会的公认。该处先后被司法部授予“全国法律服务行业文明服务窗口”、“部级文明公证处”称号，陕西省委政法委、司法厅授予“人民满意的公证处”“先进公证处”称号，集体荣立二等功、三等功各一次，个人三等功4人次，有3人被授予部级、省级、市级劳模，1人荣获“部级公证质量先进个人”称号。自恢复组建以来，已办理各类公证40多万件，涉外公证涉及80多个国家和地区。市公证处从最初年办证量几十件，发展到现在年办证量四、五万件，年递增速度达到20%以上，仅近几年来上交市财政上千万元。在“三个代表”重要思想的指导下，西安市公证处全体同志正以崭新的精神风貌投身到西部大开发和西安“建强、创佳”中去，为广大群众和社会各方面提供真实、合法、优质、高效的公证法律服务，促进社会的稳定和经济的发展，谱写着与时俱进、开拓进取的壮丽篇章。

　　Xi’an Notary Public office originally under Xi’an Intermediate People’s Court, one of the four earliest notary public offices in P.R China, was founded in March, 1956. It had to be closed in 1966 because of Chinese Cultural Revolution, which was reopened until 1979 and accordingly Xi’an Bureau of Justice takes charge of it. The office is now located in Kai-ai Building, #1 Xihuamen Street, the downtown area of Xi’an city. There are altogether 41 registered people(excluding 21 employee ), among which there are 27 notaries(6 senior ones, 9 medium ones, 12 junior ones ) in nine divisions. We insist on “Reality” 、“legality ” 、“Best Service”、“Efficiency ”as our purpose to serve the people. We offer the following legal services: domestic and foreign notarial affairs as well as Hongkong , Macao and Taiwan’s; writing out all kinds of legal books instead of applicants; notarial legal adviser and other legal affairs.
　　In recent years, we provide notarial services with good expertise, and participated lots of large projects such as The Three Gorges of Yangtze River, The Xiaolangdi Project of Yellow River, Auction of Zoo Land, etc. Furthermore, we have been supervising the lotteries of Shaanxi Welfare Lottery and Shaanxi Sports Lottery, etc. With our marvelous work, our office was awarded many credits as the first “Ministry Civilized Notary Public Offices ” by the Ministry of Justice, “Notary Public Office Making the people Satisfied ” & “Advanced Notary Public Office” by the Shaanxi Department of Justice and Xi’an Bureau of Justice, “The Second Collective Prize” , “Third Collective Prize ”etc. Four of our staff were awarded “Third Prize”. The director Mr. Zheng Zonglu was awarded the Municipal and Provincial “Labour Model” respectively . Since 1979, we have accepted applications and issued over 450,000 notarial certificates, which were used in over 80 countries and regions in the world.
　　In the last few years, the amount of the notarial certificates and the notarial income climbed rapidly by 20% annually. We hand in over RMB￥10,000,000 every year and made a lot of contributions to China’s construction.
